The NRR on the box is a lab figure, and the fit is yours
Every hearing protector sold in the U.S. carries a Noise Reduction Rating, a figure in decibels from a lab test. NIOSH found that most workers get less than half of the protection the NRR predicts, and that the difference is fit: a foam plug rolled tight and inserted deep, a muff sealed all the way around the ear.
Muffs are quick to put on and off and easy to check from across a room. Foam plugs are the cheapest per pair and seal well when they are inserted right. Reusable corded plugs hang around your neck between noisy jobs. OSHA notes that glasses, facial hair and long hair can break the seal of an earmuff.
